hit detection on moving targets sometimes feels bad

playing at 21 ping in the clip,
very often we find the hit detection weird especially on moving targets like this.

In the clip above, we are using the speedy bullet upgrade on mina, which brings her bullet speed to 1105 m/s or 3978 Km/h

With this speed a bullet should never be able to miss it's target at close range.
We see this happen every now and then and it sometimes feels wrong and invalid when we miss our bullets.
