High Frame misdelivery causing rubberbanding

Hi All,

I've been intermittently experiencing unplayable rubber banding that stays consistent during matches, and i don't believe is on my end. It even gets to a state where the world freezes and only audio and alerts continue. This console output is from a public bot match:

In regular play my ping is at or below 30ms when this issue occurs.

Not sure if this console output points to the issue being on my end or not. Performance tests indicate that i have <1% packet loss typically. Any known fixes for this issue?

I have a recording of the same issue from another match if needed.
 
I have also been plagued by this issue for a few months now - I've tried all manners of solutions, updating graphics drivers, playing with settings, uninstall / reinstalling the game - none were helpful.
 
Took some time to properly research the issue. I'm using GlassWire and PingPlotter pro to determine where the packet loss is happening - and bad news - it's happening on the Valve level domain step - which means it's not something my ISP can resolve, it appears to be happening specifically on the game server's end. I have censored out my local ISP hops out of paranoia, but the evidence is quite compelling.
