Hero priority queue prioritizing heroes in the wrong order

I can take any sample of 50 games in my match history with a hero pool of mina, haze, and paige (prioritized in that order) and get 48 Mina games. But the SECOND that I add celeste as 2nd priority instead of haze, out of ten games all of a sudden I'm only getting Mina half of the time.

This has happened on 3 accounts where I can queue mina first (highest prio), haze second (high priority), and something else third and get mina 90%+ of the time, but the second I add celeste as 2nd priority (high priority) the amount of Mina games is cut in HALFFFF. It's genuinely infuriating because I like both characters but I like playing Mina more, but I cannot queue both of them at the same time and have Mina as the highest prio without rarely getting to play her anymore. I am stuck choosing one hero to queue at a time instead of it just properly prioritizing Mina when I have celeste lower than her in priority.

I get that Mina has a high pickrate, but if she's highest priority for 2 people the matchmaker should try and find a new match or coin flip instead of basing it off of how contested the 2nd and 3rd picks are. The entire point of having priority along with the minimum 3 picks is so that you can still get your most prioritized hero the most but if it's contested it's fair to both players and they both have backups, with the way this is right now somebody could just set whatever hero they want as highest priority and set the other 2 to the most contested characters at their ranks (graves, rem, haze in most ranks) and get the hero they want every game that there's no ban. Absolutely insane that the matchmaker can be gamed like this and it undermines the entire point of having to queue multiple heroes.
