hero design: the most bombastic and combat-loving president america has ever known...returns. but now he's green. and he has friends. also, he rides a ghost war pony (her name is valkrie). inspired by that other thread about JFK. Just like the real-life president, videogame roosevelt is a mounted rifleman. for deadlock purposes, perhaps it's a anachronistically modern auto-rifle with a mounted bayonet for melee (or maybe pony headbutt/kick). The only thing he loves as much as America is New York.
gameplay concept: summoner tank with unique tanky flight ability for ganks, escapes, chasing annoying vindictas, etc. both summons can be targeted by the enemy team. summons more than likely add to lane pushing and definitely add to teamfights.
Ability 1 - The Minutemen
Roosevelt summons the ghosts of the War for Independence, America's first fight for freedom.
NPC summon that lasts for a few seconds, automatically shooting nearby enemy heroes/minions with a rifle. Up-close, will immediately attempt charging with his bayonet (running up for melee). Shares bullet/melee status effects from Roosevelt's inventory.
Ability 2 - The Union
Roosevelt summons a civil war era Union cannon squad. Takes a few moments to load their charge, but when they do they fire a cannonball that explodes into a AOE that knocks up. Prioritizes enemy heroes.
Ability 3 - Flight of the Valkrie
For a few moments Valkrie, the ghost war pony, takes flight. While flying Valkrie puts up a bullet barrier adding to natural tankiness for initating, ganking, escaping, etc. Somewhere a ghost trumpet is blaring "flight of the valkrie" so people don't whine they couldn't hear him coming.
Ability 4 - The Rough Riders (ult)
Roosevelt summons up his legendary mounted cavalry, the Rough Riders. After a quick cast time, charges forwards in a straight line with his fellow ghost-cavalrymen, knocking up or pushing back all caught enemies. Pretty obvious gameplay applications, good for sneaky presidents who manage to get behind an enemy team and force a team fight.

note: went with pony to keep hero size roughly on par with other tanks like abrams/mo
