This is based on a painting found in the hideout. 
I’m making this assuming that the angels are similar to the Ixians, in that they just happen to look like the angels of the bible. Here I will call them “Celestials”
Lore:
The “Celestials” have crossed the astral gate, and with their striking resemblance to the modern idea of angels, the people of Earth were more than willing to accept them. The Church, wanting to take advantage of their appearance, entered a partnership with the “Celestials”. With the Vatican using the “Celestial’s” image and the “Celestials” learning to use the Church’s holy power. Allowing the Vatican to quickly become its own country. Decades into this alliance, 2 “Celestial” children have shown immense talent in both the mundane and the supernatural.
Seraph, named after the “Seraphim” is the younger of the 2 children. He has shown talent in all aspects of education. Whether it be finances, literature, or communications. As he grew older, he rose to lead many of the Church’s enterprises, amassing significant wealth. Yet Seraph has 1 defining flaw. He truly believes himself to be one of the angels of the Bible. That he is second only to God, worthy of worship, and above all others. He demands to be called Samael, but those who know his true nature whisper another name -- Lucifer. Seraph participates in the ritual to prove that he is only second to God
Appearance: 1920’s Italian suit, slicked back hair (white with black strands), Cane, snake rosary. 3 wings on right side.
Cherubim, the elder of the 2 couldn’t be any more different from Seraph. Though less gifted in the mundane, she showed talent in the supernatural. It was as though the world itself answered her call. She could heal the worst of illnesses and nature flourished where she walked. Cherubim is aware that her appearance grants her influence over the Church’s followers, and she knows she benefits from it. She believes she owes the Church’s followers for all her privileges. She has taken it upon herself to truly be like the angels in the Bible. Not in their authority, but in their benevolence.
Appearance: Brown wavy hair, white hair band, flower headdress, flower shackles, white robes. 1 wing on her right.
Seraph:
Gun: Coin shooting cane with rosary chain
Ability 1: Hired Hands: using your held souls, buff a targeted ally, giving them speed, resistance, and spirit power. Take 20% player bounties gained by hired hands. (Cost increases over game time)
Ability 2: Cursed Ground: Lay serpents on the ground, biting and slowing anyone who walks in it.
Ability 3: Nachash: Transform into a serpent, while transformed target an enemy to temporarily bind. .75 second bind duration, 15 second transformation duration
Ability 4: Fallen Angel: Seraph has fallen, tempt those in sight with the fruit from the tree of knowledge and evil. Those who reach the fruit take spirit damage. (While tempting, 3 black wings grow on his left side) (Placeable ult)
Cherubim:
Gun: Flower that shoots seeds on tip of finger
Ability 1: Flower Bomb: Throw a flower that blossoms where it lands. Damaging those nearby and blessing the ground.
Ability 2: Nature’s Wrath: Poison your path, make all blessed paths currently on the ground hostile to enemy players. Damaging and slowing them.
Ability 3: Nature’s Blessing (passive): Bless the path you take, buffing those who follow your wake.
Ability 4: God’s Chariot: Summon the Cheribum to pull God's chariot. Picking up all allies run over and stunning enemies temporarily. (Pulled by eagle, human, ox, lion) (Controllable like viscous ult) (Think of Chomp-Chomp is Mario party)
