Mr. Juror also known as Lance Widdleston, is a person whos abilties to judge people exceed the courtroom, and hes able to force those near him to abide by his laws, and his ideals. Mr Juror controls the battlefiled by imposing rules onto opponents, protecting himself or allies, smiting opponents with hammers, and equalizing the battlefield, to give everybody a fair chance

1 - Rule Set
Base: Two charges in base, cast a rule onto an enemy and force them to abide by it for 5 seconds (Max Of 1 Rule Per Target)
No damage, range can be boosted, returns are based off of opponents scaling
Tier 1: Increase base returns by 3% across the board
Tier 2: Add two total charges to your count
Tier 3: Gain the ability to apply one more rule to each target
Passive: Rules
Spirit, Weapon, Health, Stamina, Ability
Imposing a rule an opponent forces them to use something related to that ability within the first 3 seconds, and if they dont, siphon off a % of that rule, give it to yourself, and give that enemy half of that as a reduction
Meaning if they fail to do spirit damage within the timer, they take 3% more spirit damage
(6% spirit damage, 6% weapon damage, 7% health restored, 50% stamina, -4% on a random cooldown)
2 - Witness Protection
Base: One charge, cast a protective sheet of paper over yourself / an ally who recently got a kill, reducing their damage for the next 10 seconds
Scales off of spirit, and the reduction of the barrier depends on 90% of your spirit stats, and 10% of your allys if its an ally barrier, and 70% of your spirit stats if its for yourself
Tier 1: Lower cooldown by 3% whenver you / that ally gets a kill with the barrier
Tier 2: Barrier can be cast anytime for half the duration and effectiveness
Tier 3: Reduces damage by 5% for per hero damaging you (Max of 15%)
Aka if you have the barrier, and your in a team fight you tank alot more damage
3 - Prosecution Strike
Base: Summon 3 hammers from the sky that smite opponents and deal a random DOT
Damage scales off spirit, and the DOT does extra damage if all the hammers are the same effect
Tier 1: Increase hammer count to 5, and the size of the hammers by 5%
Tier 2: Landing headshots with a hammer reduces the cooldown of this ability by 1 second
Tier 3: Increase duration of DOT on an opponent by 2 seconds for each hammer they are hit by (Max of 12 seconds)
4 - Barebones Judge
Base: Create a domain within a 40 meter radius, (I dont think thats big, but for ref it should be a little smaller then abes ult) that forces everybody inside to have fully equal base stats for the next 20 seconds, while constantly taking damage overtime in the real world, and anybody who gets a kill within the domain is sent back to the real world, with 30% boosted regen
Damage in the real world scales off of spirit
Tier 1: Increase range of domain by 5%, and duration by 5 seconds
Tier 2: Cleanse all status effects of anybody who gets a kill within the domain
Tier 3: Force opponents who are in the domain to take 5% increased damage from the outside
Inside of the domain, the "fully equal base stats" means its esentially like the start of the game, nobody has anything bought, its just guns and abilties
Anybody who is trapped inside of the domain is immune to all outside damage until the domain ends
