Guess we're doing werewolf hero concepts now? Red's 2 shifts her form and with it her skills (except her 4/Ult). Each form's skills has a cooldown independent of the other form's.
Red had it all. Sure, she grew up on the lower East Side, but they never had to live in Five Points. Her parents made sure she got into a good private school, and by the time she was a teenager she was quick enough on the uptake to not ask questions about how they were able to afford the tuition; and once she was old enough to work, Red put in the hours herself to pay through NYU Law School with clean money, so she never had to worry about the Bar. She made friends too, good friends that encouraged her to get into politics, helped her become a rising star for reformists and set her on an anti-corruption crusade. Before she knew it, she was set up to run for Mayor of New York.
Of course, Tammany Hall couldn't be having someone like Red running around, defying their patronages and causing problems. But they couldn't kill her either; someone else would have picked up her banner. So, they set their attack dogs on her, with orders not to kill but to leave her marked with the curse of the werewolf. On her first full moon, a few photos leaked to the less discrete papers did the rest. By mid-week, even the muckracking papers had turned on Red, running stories speculating about how long she had hidden her condition. Doors closed, friends stopped talking, and, to add injury to insult, Red was disbarred for 'unfairly taking advantage of magic in the courtroom', despite never having set foot in one since her encounter. Left with no other options, she turned back to the Underworld of New York, which greeted her with open arms as a long-lost daughter. Now, if you want something in the city, Red can find it for you, no questions asked. She just follows her nose.
Weapon: Lonely Moon (Model 1894 Lever Action Rifle) - Long Range * Heavy Hitter (Fall-Off Range: 20 - 64m). 8 Round Magazine. Reloads single shells at a time. Can be interrupted.
Claws of Action - When in wolf form, Red's gun is disabled. Instead, main fire uses her light melee attack repeatedly and alt-fire charges a special heavy melee attack with reduced charge time.
Skill 1: Take A Breather/Feral Frenzy.
In human form, heal a small amount and gain temporary out of combat regeneration.
In wolf form, unleash a flurry of three strikes that deal melee damage in front of you. The first two pull the enemy closer, then the third throws them away.
1: +1 Stamina on Use/Additional Melee Lifesteal
2: Larger Initial Heal/More Pull and Knockback.
5: Grants Bonus Health Regeneration Instead/Grounds on Hit.
Skill 2: Pounce/Disengage.
In human form, leap towards the enemy as you shift to wolf form. If the pounce hits an enemy, they are mauled, dealing damage and immobilizing them during the animation.
In wolf form, spring backwards as you shift to human form.
1: Increased Pounce/Disengage distance.
2: Reduced Cooldown/Adds 8 Bullets
5: Hold to Target Bleeding Enemy Heroes in Range/Evade Bullets While Disengaging
Skill 3: Expose Weakness/Tear Apart
In human form, bullet hits expose a Weak Spot on the target, on a per target cooldown. The Weak Spot may be one of the legs, one of the arms, torso, or head. Hitting the Weak Spot does Headshot damage and applies an additional effect based on the location of the hit. Leg shots slow the enemy, arm shots apply Fire Rate Slow, torso shots remove a stamina, and head shots apply an additional Headshot damage multiplier on top of the double Headshot damage.
In wolf form, melee attacks passively cause a percentage of their damage as flat Bleeding, stacking and refreshing the bleed per hit. Activate to gain additional melee attack speed based on the number of bleeding enemy heroes nearby.
1: Leg Shots Immobilize First/Increased Detection Radius
2: Arm Shots Disarm First/Increased Bleed Ratio
5: Torso Shots Ground/When Activated, Deal Additional Melee Damage Based on Target % Current Health and Bleeding Enemies Nearby

Howl, calling the hunt and invigorating your allies with a small portion of your curse. You and allies in a very large range gain additional bullet damage, melee damage, attack speed, and movement speed.
