Rats are rather prominent in New York, so something was bound to happen with one of them. Napsack is a prime example. Within the sewers and tunnels, a small thief makes his way throughout the Cursed Apple, swiping food, jewelry, an souls from unobservant passersby. Catch him if you can!
Inspiration: Singed (LoL), The Rat King (Community Hero Ideas)
Backstory: The influx of mystic forces across the world has caused a small variety of rats to evolve rapidly, gaining intelligence and vocal capabilities akin to man. Napsack is one of these rats, having enough sentience and intelligence to experience greed and learn how to steal. He scurries in all the narrow passageways in New York to grab whatever he can with no thought of stopping. With the Second Maelstrom, a large accumulation of souls and the promise of one wish caught his greedy gaze. He now emerges as a participant in the ritual to attain immeasurable wealth.
Design: Napsack wears a small suit and pants, both adorned with mystery stains and tears from top to bottom. He also wears a Gatsby cap, freshly stolen from an unsuspecting child. He carries around a small sack in which he keeps his stolen possessions and tools. He's clad in brown fur with jet black eyes and whiskers.
In gameplay terms, Napsack is a proxy roamer who is Tiny size. He lives in the enemy jungle to steal their souls and Sinner's with enough tools to pester people, pick them off, or get away if he's caught. His main gimmick is the ability to steal enemies' Unsecured Souls straight from their body with a brief period to stop him. He also has a Vile Brew to poison players and minions alike, a big Smoke Cloud to seclude himself and allies, and a side-grade to sliding that will provide utility where slides can't.

Ability 2: Yoink!

He will also hold a miscellaneous prop over his head. He may throw this prop at an enemy to deal a small burst of spirit damage and create a Vile Brew instance. Vile Brew upgrades apply to this instance. When alt-casted, Napsack will instead steal any Unsecured Souls an enemy might have. When he does this, a loud audio indicator will play to alert the victim. Napsack will gain 5m movement speed so he may flee. He will hold the Unsecured Souls over his head for 10 seconds, being unable to shoot or use active abilities/items. If he is Melee'd while holding the Unsecured Souls, they will return to the owner and Napsack will be stunned for 2.75 seconds. If he isn't interrupted, he will claim the souls for himself, effectively robbing his opponent.
T1: Hitting an enemy with Yoink! will also slow them by 20%
T2: Allows Napsack to use Scurry when carrying Unsecured Souls
T3: Inscreased Spirit scaling, +15% Spirit Resist steal, increased range
Ability 3: Scurry
Cooldown: N/A
Description: Scurry is a passive ability similar to Vyper's Ability 3. When this ability is unlocked, it instead replaced Napsack's slide with Scurry. Napsack can no longer slide. When Napsack crouches, he gains a lower hitbox and gains a consistent +5m movement speed. It also plays a unique animation where he runs on all fours. This prevents Napsack from maintaining high bursts of momentum, but allows him to move faster in places where others can't. This speed scales with Vitality.
T1: Increased Vitality scaling
T2: Grants Napsack a slowly regenerating barrier while crouching. the barrier regenerates at 80 barrier/sec + scaling. Caps at 250 health + scaling.
T3: Improves Barrier scaling, grants Napsack increased Health Regeneration
Ability 4: Smoke Cloud
Cooldown: 180
Description: Napsack pulls out a big vile of smoke and smashes it against the ground. The cloud extends out in a 20m diameter sphere, dealing a small amount of Spirit damage during the initial cast. Enemies inside have their sight obscure similarly to Drifter's Ability 4. Enemies cannot see into or through the smoke cloud if they are outside of the radius. Allies can see freely inside and through the cloud. The initial cast makes Napsack invisible for 10 seconds.
T1: Decreased cooldown by 60 seconds
T2: Increased Spirit scaling, slows enemies by 20% movement speed while inside.
T3: +15m range
Napsack is a rat. He looks like one, he sounds like one, he even plays like one. With his tricky movement and pesky debuffs, he's sure to keep the enemies occupied while his team does the real damage.
