MALONE — Agent of the BIR Intelligence Unit
Undercover or normal fieldwork, MALONE has done it and seen it all in service to the BIR. Finally, after a successful crackdown on Al Capone and an illustrious career to boot, his only wish now is to have an "indefinite assignment" to a place that's warm, sunny, and relaxing. If only he didn't pick up that phone call from Albany.
Taglines: SUBLIMINAL RELENTLESS INEVITABLE
An homage to actual undercover BIR agent Michael Malone, who went after Al Capone for tax evasion. Also, the 'Intelligence Unit' was the first name of the present-day IRS-CI.
WEAPON
The Liquidator—Functionally and visually similar to the 1911, slightly below average bullet damage
2 Stamina
1 — Maxim Shot
ACTIVE: Switches to a silenced pistol and fires a shot that deals bonus BULLET damage based on the unspent souls of the targeted enemy hero. While aiming down, enemy heroes have dynamic visual indicators that communicate how many unspent souls they have. Release 1 or M1 to fire the shot.
MEDIUM Cooldown
The "weapon switch" is AUDIBLE from a considerable distance, quick cast time
Bonus damage scales with SPIRIT
boon1: Applies a moderate slow on-hit for 2 seconds
boon2: Bullet ricochets once, prioritizing heroes
boon3: Hero and NPC kills accelerate all ability cooldowns by -3 and -1 respectively
2 — Kickback
ACTIVE: Temporarily enchants a soul-generating entity (sinners, boxes, and NPCs EXCLUDING Mid boss and EXCLUDING the urn), causing MALONE to get a cut of the souls. If too many enchanted entities are active, the oldest one is purged immediately. MAX ENTITY COUNT is based on MAX CHARGE COUNT.
Medium Cooldown, Two Charges
Moderate Enchantment lifetime
Short-medium cast range, quick cast time
boon1: Increased enchantment lifetime
boon2: Increased soul cut amount
boon3: Successful soul cuts heal, as well as grant +1 permanent health regeneration
3 — Indemnity Insurance
ACTIVE: Converts a portion of unspent souls into a damage barrier. While active, the shield offers debuff resistance
Medium Cooldown
SELF-CAST, instant
Unspent soul conversion scales with LEVEL
Ceiling value scales with SPIRIT
boon1: More shield
boon2: Improved soul conversion rate
boon3: On cast, blocks the next targeted ability every 24 seconds for the cost of 3200 unspent souls. (Final shield conversion value is calculated BEFORE the souls are spent)
4 — Levy
Fully disables a recently bought, high-value item of an enemy hero's most invested stat. This effect is cancelled if the enemy escapes the LEVY radius.
High cooldown, short duration
Targeted ability, short cast range, mini cast delay
Visible short-to-medium cancel range
Affects ONE enemy
boon1: Effect lingers for 1s when leaving LEVY range
boon2: Other enemy heroes that enter and stay more than 1s in the radius are also affected by LEVY
boon3: Disables an additional item
