I do not find myself mechanically informed enough to make accurate numbers for any abilities so I will not, simply giving an idea for a character and decided to add a kit to it.

Caesar Simor was a member of the Baxter society before one day encountering his true love Venus, a carnivorous semi-humanoid monster plant. Caesar had initially joined the Baxter society simply for the joy of chopping up unique monsters, but after finding the love of his life decided to deny killing her and ran off with her using all of his experience as the hunter to avoid being hunted.
Nowadays they're wanted by the Baxter society and local law enforcement as Caesar has been going around killing people he thinks doesn't provide much to society and cooks them up for his wife to enjoy, gaining the serial killer name "Gardener". Venus has grown her roots into Caesar making him act like the pot to her plant and wraps some of herself under his clothes, being able to grow out of his body when she desires too.
While both deeply love each other Venus's inability to resist the urge of consuming flesh has both of them feeling concerned that eventually they will get caught, and are also exhausted at the idea of having to constantly move around. So when they heard the next Maelstrom was coming, they decided to enter the ritual in order to wish for either that they never be sought after again or that Venus can live without eating people and their crimes are wiped clean. It's the only topic they haven't gotten to a conclusion on.
Personalities
Caesar: He gives off the vibe of a happy go lucky individual that always looks at things with rose tinted glasses, but he keeps that demeanor even when describing things such as murder and cannibalism. He understands his abnormalities but doesn't mind people judging him unless it puts him in danger.
Venus: She has a vibe of a poet and singer that is happily in love with her partner, but is also quite defensive and self indulgent. She is very judgmental of any forms of art and tends to hold herself to a high esteem in said arts.

Gardener
Gardener's abilities all scale with gun.
Gun
Gardener only uses his cleavers, forcing him to be melee ranged similar to Silver's werewolf form.
Cleaver
Gardener throws his cleaver, it can go through enemies and is pulled back to him with vines. Enemies damaged are slowed.
For upgrades, maybe disarms or doesn't allow dashing/movement abilities. Or perhaps lowers spirit resist.
Frenzy
Dash forward and deal damage to the first enemy hit. If you hit you gain an increase in fire rate and life steal temporarily
Harvest
Deals damage in a small wide cone in front of Butcher. Creatures hit take additional damage for each meal prep stack they have.
Ult - Symbiosis
Swap between Gardener and Venus.
As Gardener, dealing damage applies stacks of meal prep and resets duration of the stacks.
As Venus, abilities that target enemies with meal prep have life steal.
At a higher upgrades, Butcher converts a portion of spirit into gun and Venus converts a portion of Gun into spirit. And/or they convert spirit and bullet armor.

Venus's abilities all scale with spirit.
Gun
Venus shoots out roots as her gun or perhaps seeds. Her reload looks like she's draining blood from Caesar.
Poison Mist
Venus spits poison that erupts on enemies hit. Damaged enemies leave a poisonous trail for a duration that damages others in it.
As an upgrade maybe it gives Gardener a speed boost while in the Mist
Another upgrade could be it lowers bullet resist.
At higher levels, maybe silences
Tangled Up
Venus lunges forward and immobilizes themselves and the target hit, squeezing damage out of them. Holding the ability makes her instantly tag into Gardener who can attack while the target while they're immobile.
Chomp
Venus begins a bite, holding this increases the damage. Once you stop holding, She bites down in front of her for serious spirit damage.
Appearance
Caesar is a tan skinned man with an athletic build similar to a swimmer and black frizzy hair. Has sunflower eyes (central heterochromia) and a small slash scar on the top right of his forehead and one across the bridge of his nose. He wears a long white sleeved shirt with a black vest holster. The sleeves are rolled up like he's about to cook, revealing scars. The holsters hold his Two Butcher knives. He wears black pants and shoes.
You can see their wedding ring on his finger made of Venus's roots wrapped into the shape of one with a flower where a diamond should be. When changing to Venus, Caesar's upper body archs forward and her roots are visible through his skin, looking like veins that become more visible the closer to his back they get.
Venus grows out of the top of Caesar's back and has an Eladrin appearance until around her waist where the mouth of her plant body is split open making it look like a skirt. Under the skirt is the stem of her body, making her look kind of like a plant version of a mermaid. The stem part can be moved like a snake body, and when using Chomp she slowly sinks into her skirt as it bears it's teeth and slowly folds upwards looks ready to take a massive bite.
