Support hero based around spying on enemies and helping a team fight or gank from another lane.
Though it is weak alone and prone to being snuck up on.
I thought 'what if there was something that turned the game into a typical top-down RTS, would be like a weather report, hah.'
Here's a design sketch first of all. You get the gist?

It's like a little cultist, the trope of a hooded figure with only visible eyes (intrudes on rem?), but the cultist robes are also a rain coat.
The lore is that the cult of... Meteorology. Got versed into the new technologies of television broadcast. They run a weather station and can see the future. Though, they foresaw a terrible natural disaster with at-least 80% chance of occurring.
Forecast has a unique gun.

Weapon "Hailfire"
It looks like a radio dish parasol.
Your weapon fires a beam (Like Bebop), however its just a tracking beam. A cloud appears above where it tracks which rains down hail bullets.
It has max distance ala Bebop as-well. Though it is long.
The area is wide, zooming contracts the area thus concentrating fire.
~4m Wide, ~1.5m Concentrated.
Abilities!
The stats might by iffy, but you get the gist.


They are thrown, they stick to walls and floor.
The intel of Broadcast. Go around placing the camera around sinners or secret shops.
The enemy will know they're detected because the camera will beep at them. Unlike, say, mirage, it doesn't linger too long, so if you're detected destroy the camera or move out of its line of sight.
The shoot through walls is exclusive for Forecast. He is not very good at direct confrontation. It applies to all wall seeing (e.g. Stalker). Enemies will be able to tell the general location of where Forecast is firing from by looking at the gun's laser pointer.
The next is the 4, the ultimate. Which the cameras directly synergize with.


The main gimmick. Attack from anywhere!
Well, I gave it downsides. You need to have been near an ally to watch them and/or place a camera in a lane to be able to use this ability. Maintaining full map coverage requires effort!
You also need to be outside so you can't camp in base. If you get knocked under a roof your vision will become staticy before the channel cancels. It's bad luck to open an umbrella indoors, is it not?
While channeling, the enemies know you are there because they can see an eye in the sky. Nearby enemies can also hear a hum from where you are standing. Substantial damage will cancel the channel. Hope you don't get snuck up on!
Regardless, if you set up right you can cast anything anywhere! Including items. They cast from your cursor, dropping from the sky. Drop down an alch flask anywhere!
Some items may be altered, like Rescue Beam can slightly drag towards your cursor.
...Sinclair can use this to teleport anywhere...
For his middle abilities I designed 3 of but don't know which 2 are the best. They are designed to generally help using The Sun.



Yet another cloud concept...
A utility ability. Use it hide your allies, or move them around from the sky. It can be useful to carry urn.
Crouching in the cloud, especially if small, can easily hide yourself.
You can even use it on yourself while Channeling The Sun to move around.
As Forecast is bad at confrontation, it's an ability to knock foes away.
It's effectively like a supportive Scorn but you can cast it on allies too.
Additionally fires a piercing wave so it has some offense. Enemies can jump over it.
"Direct from TV". I don't know if the time period had those types of ads yet...
You can either spam it and flood the field, or try to lure in one big shot!
Think of the drop down channel like ROR2 Captains Utility. It's like both Orbital Probe and OGM-72 'DIABLO' Strike.
It gives you a boost too like a supply drop. The meteors are coloured to signify their buff, like those Japanese Star Candies.

What 2 do of these do you think are the best to combine with The Sun? My friend liked all 3 but not the cameras...

I like gimmick characters. A character that turns Deadlock back into its RTS genre roots would be funny. I'd like it! I have more ideas, but... I would have to draw them first!

Placing a camera at max will destroy the oldest (If there are multiple on the team the max is shared, if that ever happens) You will not be detected if invisible. (though calico's cat is.) You can Fire through walls or Cast Items at revealed enemies |

You may fire, use your abilities, or items anywhere visible. Your fire radius and firerate is increased. You have visibility around around your base, cameras, and watched heroes. Broadcast instead spawns buffed temporary troopers equivalent to Max Cameras. |

| Flood: Create an expanding circular wash around yourself or an ally cleansing allies of debuffs and knocking back enemies. It also cleanses traps and floor creep. (e.g Infernus Fire, Paige Fire, Venator Traps) After it finishes, a wave will wash towards where you last fired dealing spirit damage and slowing enemies. |
