Name might not fly due to copyright (The Ones who Walk from Omelas), but could be tweaked so that it sounds the same. Because Omelas is the name of the city, the child could really be named anything.

They are, essentially, a character whose suffering buffs their team.

Ability 1: The Ones Who Fight [for Omelas]
- Child of Omelas has reduced weapon fire rate and damage, but allies within 20m have increased weapon fire rate and damage
- Upgrades: include spirit damage, increase range & buff amount, reduce debuff

Ability 2: The Ones Who Defend [Omelas]
- Child of Omelas has reduced bullet resist, but allies within 20m have increased bullet resist
- Upgrades: include spirit resist, increase range & allies within range become unstoppable for 1.5s, increase range

Ability 3 [Passive]: The Ones Who Walk [from Omelas]
- Opponents who damage Child of Omelas receive a stack of "Guilt" for every 100 pts of damage. If Child of Omelas is brought below 1% of their health or dies, Opponents are silenced for .5s for every stack of Guilt. A stack of Guilt lasts 4s. Trigger does not reset until Child of Omelas is at least 30% health above their trigger activation threshold.
- Upgrades: Guilt stacks last longer, remove ally non-ult debuffs within 10m on trigger, trigger reset threshold is 15% above the activation threshold.

Ability 4: The Ones Who Venerate [Omelas]
- Active for 3s, allies can damage Child of Omelas. Allies receive 100% lifesteal from these hits until Child of Omelas reaches their Passive activation threshold. At this threshold, teammates can no longer damage them (this is to prevent team-kills (whether accidental or intentional)). If Child of Omelas dies while this ability is active, the whole team receives a large buff.
- Upgrades: Allies receive 150% lifesteal, Enemies within 10m receive 2 stacks of Guilt, Respawn Timer (not sure on the technical term for this) is reduced by 25% for Child of Omelas if they die during this ability.

Making this character fun to play may be a challenge, but some ideas for it:
- Child of Omelas has good movement (maybe they can crawl when crouching and fit in tunnels?) and higher base regen
- When opponents die while teammates are buffed, Child of Omelas gets a souls bonus
- Spirit Scaling for passive trigger activation
- Spirit Scaling for respawn timer reduction
