Healbane not working if you one shot enemy/it works at full rage for some reason

not sure if it is intended that healbane does not proc on one shots or one instance of dmg.
if it is the correct way it should be then it seems its working wrong with full rage as when you get a kill with full rage it does proc healbane and in the clip im pretty certian healbane did not proc when full rage so something seems odd. have had it in game where I have full rage and finish off a kill and healbane doesnt proc so not sure
