headhunter item icon does not indicate passive cooldown

headhunter is constantly in a dimmed state for me (in the sandbox):



the tooltip on it is also a bit Weird about where the '6s' is attached (to the movement effect, i think). weird

Also 'Headhunter' does not benefit from Cooldown reduction and stays at 6s

And the text that states the cooldown length is not in standard formatting. The cooldown info is just listed at the end of the text.
I didn't wanna make my own post for this as it seems less of a bug and more annoying/inconsistent than anything.

Yeah. Seems very arbitrary for this one item to not benefit from cooldown reduction. Must be an oversight.
