gun rant and infernus rework suggestion

Hello. As of recently, there has been a meta where support characters build gun and outperform traditional carries just because their gun went under the radar for a lot of patches. I understand that this game is not even in beta yet and main focus is fun, but it just hurts to see Ivy's main mechanic that is clearly inspired by Io from Dota being useless(basically nobody builds for heal) just because her gun is so good. In my opinion, a lot of support heroes have way too good scaling on their guns, and while you can't really give them gimmicky m1 attacks(like another recent offender of carry support, Paige) because soul securing is a mechanic that exists, I still think support heroes shouldn't be outshining traditional carries with gun builds.
Infernus rework suggestion
While the hero has quite a lot of counters, I really don't like how oppressive his passive becomes with superior duration. He can just shoot you once every 4 seconds and refresh the passive completely, which is really god damn annoying. I thought of two possible reworks of his passive, them being:
1 Make his passive ramp up with time: starts slow, burns stronger and stronger the longer the debuff is on;
2 Make his passive a gauge: abilities and shots refresh a fixed amount of time on the passive: for example, catalyst 60%, dash 30%, gun 15%, ult 100%, you could also make all of his abilities apply it but make the values weaker
