Getting hit by new abilities lags the game

When playing deadlock with Direct X11 whenever i get hit by a new ability the game will freeze temporarily.
I think this may be a shader compilation issue where the shaders used for the effects are either not being cached or unnecessarily recompiled.
from my limited testing this issue seems to only effect Direct X11 and not Vulkan.

PC specs and driver version:
OS: Windows 11 Pro, 10.0.22631 Build 22631
CPU: Ryzen 9 5950x
Nvidia Driver: 32.0.15.5585
GPU: RTX 4090
