Getting 20-30% Packet Loss in some Games

I'm getting extreme rubberbanding on enemies and allies throughout some of my games, leaving and rejoining doesn't work at all. On packet loss testers my system comes up clean, and all other games work just fine.
The percentage to the right of ping is going up to 30% and staying there during any team fight for some reason, anyone knows what might cause this?
