To be honest I have also been experiencing some issues recently, though I'm a pretty new player and play for about a month. But I play often and a lot.
I think my issue might be server based rather than client based. I'll attach clips to showcase what's happening - in the Shiv clip the movement is stutter-y, there's weird ongoing sound, and even FPS drops for a moment there. The day before (Warden game) this went on for quite a while, I restarted the computer quickly since I've been playing a lot that day and thought that a restart is much needed, but it kept on going for a good few minutes, only this time it got worse with not being able to see my bullet count, and my gun only made a firing sound if the bullet hit anything.
I'm pretty sure that it's not my ISP, since my network hardware is capable of monitoring changes in internet health. So if it goes down, there's a high latency against public DNS servers (Google's and Cloudflare's), or a client is experiencing issues, I will be able to see that - but everything's green on my end. I'm also using a wired connection, no Wi-Fi.
