Fullscreen soft lock when changing native refresh rate

On Windows11 using DirectX11 with an Nvidia RTX 4090 (Haven't tested anything else)

If you have Deadlock set to run in Fullscreen at something like 1920x1080@60Hz
Then you change your operating system refresh rate to something like 1920x1080@120Hz
Deadlock will get stuck in this constant boot loop of opening up, showing the valve logo, and then alt tabbing you back out of the game.
I am certain this is because Deadlock itself is still trying to fight the OS to set the display to 60Hz or something, but the OS is keeping it at 120Hz.


This is especially annoying because Deadlock itself now has this message to let you know, "Hey! You're not running at your max refresh rate"
and then when you go to change that refresh rate, you end up in this soft locked state, and have to revert your resolution changes in windows to even boot the game, where you can then tell deadlock to run in windowed mode or something, while you adjust your refresh rate, and can then once again set Deadlock's proper fullscreen resolution.

As far as I can tell none of the -w or -h launch args affect this either, and I couldn't find a launch arg to force the game into windowed mode either.
