Since the game is set in the late 1800's early 1900's New York I think a new world financier could be a fitting character. With his abilities and flavor revolving around making or not making money (souls).
Fredrich loves money, he spends every waking hour thinking about it and every night dreaming about it some more. Fredrich can use his magical banking prowess to get rich without working hard so that when the time is right he can fund his teammates to buy anything their hearts desire.
Fredrich was a peasants son coming from the German countryside. With the blessing of his now late grandmother he went looking for a better future in America. After spending his twenties, thirties and forties doing back breaking labor for the upper class while sending all his hard earned money back home his elderly employer gave Fredrich his fortune since he could no longer manage it himself. Since then then the fortune has grown so much that Fredrich now is able to give away his old annual salary on a daily basis.

To Mirage: Nashala, you know just as well as I that I will just outbid your people when the US government is finally willing to sell Wyoming.

To Calico: To murder someone for money is one of the worst crimes one can commit.
To Wraith: (annoyed) Hello gambler.
To Infernus: Are you still on parole? Because I would love to have you as the barkeep at my next charity gala.
I could see the gun being similar to dynamo's gun in stats and the bulk being similar to haze and slight move speed scaling.
A general idea for the abilities
Obviously this isn't calculated to be balanced but this should get the point across for my vision.
While his abilities scale with spirit power he doesn't have any real spirit damage within his own toolkit. That way it will be way harder to build for both economy as well as damage.
1 Exploding deposit (12 seconds cooldown)
Throw out a safety deposit box that explodes after a second dealing spirit damage (70 base damage scales slowly with spirit power)
1) +2.5 meters radius
2) the box contains 1 (scales with spirit power) random debuff(s)
3) Enable ability charges, +1 charge (2 second cooldown between charges)
2 Stock printer (20 seconds cooldown, 10 second entity lifetime)
Turn on and drop a stock printer that shoots out worthless penny stocks pushing away and slowing anyone that gets too close
1) Can be alt cast to let Fredrich hold the stock machine pushing himself away
2) Stocks deal 5 spirit damage when walking through them (scales slowly with spirit power)
3) Stocks stay on the ground for longer (scales with spirit power)
3 Direct deposit (60 seconds cooldown)
Deposit your secured souls into Friedrich's bank, you receive interest every 5 minutes (interest rate scales based on spirit power, time between interest payments isn't affected by cooldown reductions)
1) -20 seconds cooldown
2) You can now deposit unsecured souls
3) Your pistol deals extra damage based on the amount of interest you will receive next. (scales very slowly)
4 Venture capitalism (120 seconds cooldown)
Loan a teammate souls (scales quickly with spirit power), they will repay them over time with a set amount of interest. (interest rate scales based on spirit power, time until they fully repay their loan scales upwards with spirit power)
1) (passive) Gain 10% extra unsecured souls from all sources (scales very slowly with spirit power)
2) (passive) Gain 5% extra secured souls from all sources (scales very slowly with spirit power)
3) Improved scaling on all abilities
