FPS Stuck at 60

My FPS is stuck at 60 FPS randomly one day. I have tried to mess with V-Sync. monitor settings, in game console, install and reinstalling, full deleting configs, messing with drivers, and just trying to fiddle with in-game settings. But nothing really changed but I can use console command to cap my fps to under 60 but it won't ever go above 60 for some reason.

My current system is
Ryzen 7700x
AMD 9070xt
32gb DDR5
Monitor - 240hz 1440p

Already tried and the profile for deadlock doesn't show up so I wouldn't even be able to mess with it for some reason.
