When a fire rate penalty buff is applied to a character it is calculated on the persistent hud as a positive number.
Here I have +18% fire rate from ivy tether, applying -32% from rusted barrel should modify the number to -14% (and does correctly when extended hud is shown but on the quick hud it shows 18+32 = 50%
