(Art and concept all done by me)
A humble fireman from Manhattan, Ted has enjoyed his time saving the good citizens of New York from all manners of conflagrations. He felt useful, something his lack of wit always seemed to get in the way of, but his natural boldness lent itself well to the profession, giving him courage in the face of danger.
Responding to a call of an inferno conjured by a serial arsonist, Ted and a few others of his crew were trapped inside of the flames. Unable to to get to them in time, Ted was forced to escape on his own and watch as the building collapsed around them. Blaming himself for their demise, Ted resigned from the force afterwards in the throes of despair and isolated himself on the outskirts of the island.
Learning the identity of the one who murdered his friends and his participation within the ritual, Ted has taken up his suit and hose once again to earn redemption and mete out justice, perhaps bringing his friends back in the process.

Mainly taking inspiration from the old firefighters of the '20s where they had some wild looking suits and stuff (I have to thank Hunt: Showdown for making me aware of this). The thought process was to have some kind of foil to Infernus--hence his near direct mention in the little bio/backstory--but also to have a twist on some of the more mundane aspects of the setting of Deadlock, similar to Warden as 'magic cop'. I think having more of the civil servant type characters of the setting is a fun idea while they're surrounded by all this batshit craziness.

Weapon - Portabul Hidrant
Functionally similar to Bebops beam, but instead of being direct and linear, it has an arc, creating patches of water where it lands as a fun visual flourish. This also would allow people to arc over walls, giving the ability to provide pressure in certain areas like lane where it might not be as immediately useful.
Abilities
- Jet - Fire a high-powered burst of water pushing yourself backward 5m. Enemies are displaced and pushed backwards the same distance. (Can be used as an escape, jump tech, ambush to push enemies into others--wowie, utility!)
2. Douse - Activate your head spigot to clear DoT effects. Heal for each effect purged.
1AP: -Xsec cooldown. 2AP: +25% healed per debuff cleansed. 5AP: Adds a 10m AoE that affects allies and purges all debuffs.
3. Deep Breething - Take a deep breath from your air tank to restore a stamina and give yourself a temporary sprint speed boost.
1AP: +2 m/s move speed. 2AP: +1 stamina restored. 5AP: Fully restore stamina. Remove and gain immunity to movement debuffs for 4 secs.
4. Break it Down! - Break out your trusty axe and chop through everything in your path inflicting % bleed and melee damage with each swing. Duration of 7 secs.
1AP: +40 melee damage. 2AP: 30% spirit and bullet res. 5AP: +2% bleed damage. +2 sec duration.

Personality
Ted is a serious, but kind individual, though he is showered (pun intended) in self-doubt which would be reflected in some of his lines. When getting assists he would be jovial towards others, congratulating them, and horrified when they're killed--he's just a regular dude after all, completely unassuming of the fact that this is a duel to the death. Kill lines would be a "I didn't have a choice" kind of mood.
He would be familiar with some others more intimately, like Warden, Paige, Lash, Abrams, Ivy, the more 'normal' (for Deadlock) people that are a part of the cast that you might see around on the street.
Infernus and Seven would be the specific characters he'd have it out for, or at the very least wouldn't like. Infernus would be obvious (fire man burns things) and Seven is much in the same lane as being a career psychopath while also having very arson adjacent abilities.
