Fast-firing effects stop working

After the 10-15 update, I've been having issues with high firerate weapons and abilities just not shooting sometimes. I've seen this on Haze's primary weapon and on Mirage's 2 ability. Here are some recordings of examples:
I only just noticed the Haze issue today, but I've been having this on Mirage very consistently. I didn't have any debuffs that would have prevented me from firing or using my abilities in these clips, although there were other times that it happened on Haze while affected by a firerate slow.

The Haze match was #23927685 and
the Mirage match was #23750289; timestamps are visible in the clips.

EDIT: The primary fire issue actually turned out to be my new mouse. It's quickly gotten worse and now I can see it out-of-game, too, but my old mouse is fine. The Mirage issue doesn't appear to be hardware-related.

I think this is actually happening on all characters. I also had the issue on Bebop and Abrams (particularly bad on Bebop because it would restart the spin-up every time unless I was zoomed in). Game IDs were 23939407, 23944381, 23950228, and 23955711. On Abrams, it seemed like I had almost no dropped shots if I tapped the fire button instead of holding, but this doesn't work with Mirage scarabs. No issues with staying zoomed in, though, so I don't think it's necessarily a generic input-dropping problem. You can also see this in the second Haze clip when I was zoomed in fighting Mirage.

Tried to reproduce in sandbox by making as many things happen at once as I could.

I couldn't reproduce the issue with Haze's gun, but I did find some interesting behavior with Mirage's 2. It seems like there's an internal cooldown that's being improperly calculated based on when the button was last pressed rather than when the ability was last cast. If I hold down the button or tap it too quickly, the ability stops casting, but if I use a slower tempo, every charge will fire correctly. I didn't need any special setup to reproduce the issue--no bots, no items, no skill points. It didn't seem like cooldown reduction made a difference, although it's hard to tell. Here's a video:
I also checked a recording I had from match 22501828 on 10-13 and verified that I wasn't having problems recasting Mirage's 2 quickly.
