Extremely high ping whenever a red dot appears near the server CPU stats

I hope a screenshot and a quick recording are enough, i keep having this issue where, as the title says, whenever a red dot appears near the server cpu stat my ping goes high to 1800 ping and falls down, i have checked and it's not my internet connection since i tried to swap it to hotspots and different wifis during the matches. Also this issue seems to appear randomically, there's no specific time or match type that influences if i get this issue or not.
