Extra competitive not working properly

Extra competitive mode does not work propperly and puts me in with players who do not have that setting enabled. a couple of games ive played when i chat with players they say they are new to the game with less than like 10 hours into the game.
i last game i was complaining that my teammates making the same mistake over and over just inting and over extending. they answered back with saying i should just play "ranked" saying i should turn on extra competitive mode on and let people learn. Puzzled with this arguement i was puzzled and told them i do infact have extra competitive mode ON. they claimed theirs is off because they are new to the game
im stuck in initate 6 seeker 1 and the game queues me with users who dont want to be in a "ranked game/extra competitive.
ive tried disabling it and re enabling it but either im getting trolled every game or it actually does not work as intended

it's a placebo bro, that doesn't do anything, it's to make you believe that you're going to have better lobbies

it does work but there's probably almost nobody in initiate/seeker with that setting turned on, so in order to not give you 10m+ queue times it'll throw you in non competitive lobbies anyway, and the people who do have it turned on are probably at least archon/oracle and the game wont put you in that queue because you're seeker
