Express Shot bug halving damage

I was testing things on a gun Viscous build and noticed a great disparity in damage numbers when I was popping lots of different attack speed abilities and tracked it down to whether or not I had Express Shot equipped. The first volley of shots I activated Blood tribute, Split Shot, Fury Trance, and Vamp burst. You can see the bullets individually hit for ~40 while doing all headshots.

I then purchase Express Shot and repeat the test and get consistently ~20 damage per round while doing all headshots.

I can successfully replicate this on Viscous, but not Lash. Haven't tested others. As a further note, if I let go of left click and then reapply it, the damage corrects itself. Possibly Express Shot is applying some sort of anti-crit override and when I let off left click and reapply the gets removed?

I tested all the characters and found shotgun heroes don't seem to be affected by it but found Bebop, Haze and Ivy to have it the worst when I tested it so maybe it's tied to fire rate.

I found it would do from 30%-50% reduction in damage but each character had a different percentage reduction when it occurred. I tested it with blood tribute, express shot and fury trance. I'd pop fury trance then blood tribute and shot the dummies head.

One final thing is it would show up in the damage tracker that all the shots were express shot damage too when it should be normal bullet damage.

Here's some of the differences in damage from the ones I seemed to be affected the most but I only tried it 5 times per hero.

Bebop-46.83%
Haze-46.23%
Ivy-44.88%
Infernus-37.81%
Mirage-36.02%
Vindicta-41.67%

try comparing body shots

still trigger headshit effects tho just doesnt get bonus damage from it
 
the way that express shot is currently calculated is that it fires double the rounds but only a nomal ammount of shots +1 does the extra damage
Meaning

Viscous- 2 shots total both getting the bonus damage

paradox- 10 shots total but only 6 getting the bonus damage

for example from what i tested paradox gets 138 damage damage in total (no headshot modifier so nothing to apply there)

6 shots were boosted doing an extra 150% damage totaling 108 damage while 4 shots werent doing about 31 damage

here is something to compare

+160% weapon damage in items
-40 from souls spend
-40 from opening rounds
-50 from point blank
-30 from weighted bullets
(this can headshot)
VS

+170% weapon damage in express shot
-20 from soul spend
-150 from express shot
(fires 2 times the bullets but only 6 get the extra 150 and cant headshot)

i also added a video of showing how express shot cannot head shot
