Expanding Active Reload into multiple items

I'm a big fan of the active reload timing mechanic but don't like how the current active reload works with it's lengthy cooldown and how it gives DPS/Sustain buffs when performing which makes it so people might want to shoot a bullet and reload to get the buffs instantly. However, I think the buffs are interesting too and can see how outright removing them would feel bad. So I was thinking about how it might be cool to split them into different items and i've thought about how it would be cool if active reload got a treatment similar to extra stamina.

-Active Reload
-Tier 1 (Weapon)
-Passive: While reloading, Pressing R during the highlighted portion will instantly finish your reload
-8 second cooldown
Essentially current active reload without the ammo or buffs

-Speedy Reload (i'm bad with names)
-Tier 2 (Weapon)
-Upgrades from Active Reload (Tier 1)
- +20% max ammo
-Passive: While reloading, Pressing R during the highlighted portion will instantly finish your reload
-8 second cooldown
-Passive: Upon a successful active reload, receive +15% fire rate and +15% bullet lifesteal for 8 seconds
This is current active reload with slightly nerfed stats because of the lower cooldown on active reload. The wording of the 2nd passive intentionally leaves out a cooldown, since it's tied to the active reload mechanic

-Superior Reload
-Tier 3 (Weapon)
-Upgrades from Active Reload (Tier 1)
-Passive: While reloading, Pressing R during the highlighted portion will instantly finish your reload
-No cooldown
-Passive: Upon a successful active reload while your ammo is 50% or below, gain a stack of +10% weapon damage and +10% ammo up to a max of 5. Failing an active reload or using an active reload while above 50% ammo will reset all stacks
This lets you always use active reload and gives you upside for continually timing it. I felt it was necessary to have the ammo requirement for the stack so people couldn't "cheese" the stacks and even if people still tried, it would take longer and longer since each stack gives you more ammo. Having both this and "speedy" reload means you can have permanent uptime on "speedy reloads" buff as well.

Ultimately I just want to be able to use active reload more often because it's a fun mechanic and generally don't care as much about the current items firerate/lifesteal buff and that because of these buffs it kind of hampers the ability to use active reload more often or in a fun way. I also had an idea to have a second tier 2 version that was a spirit item that gave your bullets spirit damage too because I like mercurial magazines effect but that would require changing mercurial mag too which might be too much.
 
I think just reworking Active Reload would be better, I don't think the two other items are neccessary:

Completely remove the cooldown from Active Reload, but make the buffs scale with % of ammo you were missing at the time of the reload. (so at near full mag you gain barely any buffs but if you reload from empty mag you gain 100% of the buffs.)
 
I think people really underestimate the current Active Reload. The item lets you to quickly reload to full magazine, provides you with few good bonuses and have low cooldown. The value of the item definitely is higher than just Tier 2.

Active Reload has too much value for Tier 1 item. The cooldown is lower, than in the version we have now. With this item, you will be able to reload in any crucial moment, when one magazine isn't enough. It is the problem of all suggested items. Making reload time almost non-existent can dramatically change gun gameplay.

Speedy Reload is almost the same as current Active Reload, so my opinion is just like for original one, except cooldown part.

Superior Reload is too OP for Tier 3 item. Basically infinite magazine with great bonuses. It isn't difficult to press button in time, so in most cases, it would be really permanent. Even if you failed, you're just required to reload 5 times. If it required to be in the combat, just like you need with Spellslinger, it would be much more balanced.

In addition, any items that gives you additional ammo size will be less relevant.
