Excessive frame time causing frequent stutters

I know this is an old thread but any luck by chance? I’m getting the same thing and it’s ruining the game for me, tried dozens of fixes.
Ryzen 5 7600x
And RAEDON 7900 XTX
32 GB 5200 MHZ RAM

I took a break since performance became unplayable with the shop update. good news bad news:

on vulkan sadly it's still unplayable, I'm getting random fps drops into the single digits that persist until I disconnect and reconnect (video attached)

on dx11 it seems to be a lot more stable and fluid, with low settings I can get 100+ frames throughout the game and the issue doesn't seem to appear!!!
