Error preventing me from queuing. "you are already in game."

I played several games yesterday and come back today to this error. "Cannot enter matchmaking, you are already in game. Please leave that game first."

This error bars me from even joining custom games or bot matches.

My attempts at troubleshooting have been:
-Restart Game
-Restart Steam
-Verify Integrity
-Using the 'disconnect' in console
-Using 'party_refresh 0' and 'party_refresh 1'
-Creating a party
-Leaving the created party
-Restarting PC
-Waiting 6 hours

STILL won't let me play... Any other ideas from anyone? Anyone else have this issue?

Same thing just happened to me, I was alt tabbed waiting to find a game, it didn't load and reconnecting wouldnt work so i had to restart my game then rejoin, only a minute or 2 but i still got the penality
