Enchanters emblem/Caster Buff/Spiritual Overflow not giving CDR (Yes even with requirements met)

I've only checked in training and "explore NYC" mode but enchanters emblem simply isn't giving any CDR. I'm curious how long this has been the case.

Update - Even caster buff isn't giving any CDR either.


Spiritual isn't giving any CDR either (Even when fully stacked). Clearly all the Conditional CDR items aren't working at all.

it is hard to replicate but i have noticed that this does happen on occasion it is rare

Yea so after looking further into it they work but the CDR just isn't shown in your stats. It also doesn't effect what the ability cooldown says when you hover each ability.
