Enchanter Barrier CDR/Temporary Effects - Visually not applied

Enchanter barrier shows CDR applied at left side of screen, but ability cooldown is not being reduced.

Sorry about colours, game has started applying HDR.

From my personal testing, it seems to only be visually not applied. Abilities actually do have lower cooldown when used.

Seems to be correct, it is visual - looks like no other temporary effect is shown in the abilities. Fixed the thread
