Echo shard rework but as toggle item my take

Echo shard should be reworked to be either be for less money ( or craft from other items) or be fully reworked into new item type passive like which i think it should be toggle items, toggle items are items that you can select for what skill they are used(like duration increase items or imbuing) but they have semi-passive-semi-active quirk that you can toggle them in inventory, just so they dont waste active item slot that is essential (for silence and debuff items and other more needed active items), simmilar to switching from singe fire to burst in shooter games.

for example with echo shard you can select it for bomb (2 skill ) on bebop and then go farm and toggle it off, it will not trigger the passive to instantly refresh this skill to use it twice, but once fights start you will toggle it to on and its passive will work and refresh bomb to be used 2 times

Well how would you choose which ability to activate twice? Having a toggle would be weirder than just hitting the button for that, you would need to toggle it on after the hook anyways which kinda defeats the purpose; or imbue an ability with it?
