Echo Shard - Abilities with Charges - Incosistent

Echo Shard has a very inconsistent behavior with abilities that use charges.
Big example is on IVY - Echo Shard refills ALL of her Kudzu Bomb charges, where a character like McGinnis or Shiv only get one charge back.
I would ASSUME that only getting one charge is the intended behavior?

Cannot confirm in sandbox. You sure you aren't confusing with Refresher, which does refill all charges?

Tested this with multiple different characters, with and without rapid recharge - some characters are getting all charges back (Ivy, Seven), most aren't.
Though this was before the most recent patch this afternoon maybe stealth fixed?
