drifter imbue wrong ability

for some reason on other characters, items that imbue on an ability let me imbue on any of the available abilities just fine but on drifter even if i click ability 1 it still puts it on 2 no matter the imbue item. even if i click away from the imbue tab it auto imbues on 2 and this is so frustrating to me.
