Since Capacitor no longer dispels enemy buffs, I was thinking it's a shame there's no other item that does it (that I know of?) besides Cursed Relic, which of course has a whole bunch of other functionality. I saw another post suggesting a separate item that interrupts, which is also a neat idea, but I thought it would be interesting to have an item that builds into Cursed Relic and only has the removal of buffs functionality.
Probably tier 3, shorter cooldown (somewhere in the ballpark of 30-40s?) and no damage penalty, but just dispels (and maybe continuously dispels, like Nullifier in Dota?) the target. The name being something like Dormant Relic would be a cool implication flavour-wise; an ancient object that holds some unknown sleeping power inside, and you can awaken it (buying the upgrade) to get more out of it while also hurting yourself, or you can let it slumber to avoid complications.
