Doorman Cart Disabling Dispel

Even when Doorman's cart is the only active debuff, an enemy player hit by the cart is unable to use dispel magic whilst traveling on the cart, even before being stunned, regardless of how many ability points Doorman has invested into his cart.

I was just experiencing this as well, went into testing range and couldn't dispel cart at any point. I think it may have broken with the recent update because I could've sworn it worked mostly before.
