By all means, I don't think every item needs a "baby" version that builds into the stronger version toward late game. However, I think Diviner's Kevlar actually deserves a baby item consideration.
The effects are actually quite good in a vacuum (though situational and niche, depending on which hero you are).
I feel the effect would actually be quite worthwhile and fun with a baby version (I figure either tier 2 or 3 would work - with adjusted stats for the respective tier - of course).
It could be called Sorcerer's Kevlar or something (name doesn't matter - it just needs to indicate that it's the lighter version).
It's my main gripe with the current Diviner's Kevlar item. It's a GOOD item on the right heroes who love its effect, but it's so expensive with no other way to replicate its same effect. It is why I think the baby version would be a good middle ground until you get the main upgrade.
