it seems that this problem happens because of the way that debuff's works
when your character receives a debuff it start a timer of that debuff
and when buy debuff reducer/debuff remover it lowers or removers that debuff timer
and the problem we are running into is that the improved burst 5 seconds cooldown is considered as debuff
so when you buy a debuff remover it lowers the 5 seconds to 3* seconds and when you use the active effect of debuff remover it sets 5 seconds to zero

and for reverb it seems that the timer for activation is considered as debuff so it speed up to
