I believe debuff remover should have charges. There are plenty of characters that can build echo shard to cc u into oblivion. Example: double seven stun, double magician rabbit hex, etc. You might be able to remove a few stuns, but most cc has cooldown shorter than debuff remover. Give it a longer cooldown, but allow it to store charges? I think that would be a neat change.
