Deadlock Screen Freezes When Changing Any Resolution Settings

As the title suggests, pretty much changing any resolution setting. Basically the game techincally is still running as you can walk around and hear footsteps but the actual display screen is frozen, rendering the game unplayable.
GPU: RX 6700 XT
GPU Driver: 25.3.1 (Downgraded from latest version because the latest drivers would randomly give the game a black screen of death and crash the graphics drivers after being frozen for 5 minutes).
CPU: Ryzen 5 3600 (Yes, I know I have a 4K monitor with an old CPU, waiting to upgrade in a couple months)

is this on windows? I've experienced something similar on linux, where changing resolution gets weird (e.g. output res will differ from window res, with black bars on the bottom/side, rendering will hang but audio etc are still responsive) but was assuming this was a proton~linux window manager issue

Yup. Windows 11. I am rendering in Direct3D 11.
