This is still a thing as of current version #6,062.

A theory is this is the damage done by all the "Environmental"-elements which not only would include all the NPCs
(troopers, denizens, etc.)
but also the "off-limits"-damage
(E.G. roofs with lightning-rods and the player spawn-zones).
