I play Victor often and routinely buy the item Cultist's Sacrifice. One of the buffs you are supposed to receive is +15% ability range, however, from my testing, this does not seem to be working properly. For Victor's "aura of suffering", you do not seem to gain any bonus ability range from the buff. I am unsure if it is bugged for any other abilities.
Edit: from further testing this only seems to happen intermittently. I'm unsure what triggers it.
