Counter spell not blocking stacking abilities properly

Counterspell will block abilities that create stacks when there is no stacks normally, such as Shiv knives. Mirage marks, Haze fixation, siphon bullets, etc. Once a single stack has been applied, counterspell will only counter the initial damage, but it will still add a stack to the character hit.
