Constant stutters/fps drops/lags

I'm not sure where this has started, but lately it's been getting too annoying, almost unplayable, because they'd sometimes become so frequent it starts affecting my performance, because they can make me miss a crucial moment in a fight.

And I'm not sure if it's connection issues or graphics issues, but I don't seem to have them in the hero playtest, there are micro stutters from time to time, but I wouldn't notice them unless I paid close attention.

I'm using the same PC as before and this was NOT an issue before because the performance in an actual match was comparable to hero playtest.

I tried updating drivers and switching to DLSS, capping FPS to 60, to 144, nothing helped. Would be glad to get any suggestions.

New patch seemingly made it worse. I now lag in play test too, setting everything to the lowest settings possible didn't help. The video was too large so uploaded it on youtube:

But what I noticed is that after I started recording I saw latency issues popup for a while. So still not sure if it's latency or performance issues. Haven't had neither a month ago.

This thread gave me an idea to try closing browsers during the game and fps drops are gone now!

I was having a similar issue that seemingly has been fixed for me. Every time I launched the game I was getting around 40fps and awful stuttering. I would have to restart the game 4 or 5 times and just sit in the hero test for about 10 minutes until it sorted itself out.
