Footstep audio bug and overall performance issue

Okay, I have two things to report ever since I came back to the new patch:

1. At times, footstep audio will disappear. Now, I'm not sure if this is something that happens to every hero, but I noticed it on Shiv. I didn't think much about it because I thought it was just from my client's side, however I had game where Haze asked me how tf did I come up to her because she didn't hear me. After that interaction, I started noticing that bug way more often and it led me to believe it's server side issue and not only on my side.

2. And other issue I have is performance side. I had to get new GPU, but I only got it after Map Rework update dropped so I unfortunately don't have any other point of reference because before patch, loading into pre-game lobby was fairly normal without any hiccups. However, as of lately, whenever I load in pre-game lobby it really takes time and I usually end up being last one to load, which wasn't the case before. I can't even use pre-game pings because I end up being last one that loads, and it throws me immediately onto zipline part. Rest of the game however, works wonderfully without any stutters.

My specs are:
Ryzen 7 x3700
RX9070
16GB RAM

My old GPU was Nvidia 1080ti. I did full NVIDIA driver wipe before installing RX9070, so I'm not sure if I can pinpoint the load issue on my side properly. Any info or insight would be really helpful.
 
Yeah I noticed the footstep issue with Bebop. Hes clanking so loudly when he walks and I got sprinted at by a few bebops now next to me behind a wall and they wouldnt make a sound at all. Pretty frustrating
