I recently watched AndrewChicken's video on fire rate, and would agree that it is definitely in a powerful state right now, leaving some percentage based damage increase items more neglected.
My suggestion to increase build variety would be to make fire rate buffs diminishing, but add items in the game that add flat bullet damage.
This would add a dynamic that favors guns with higher fire rates, as flat, but small (say +1 or +2) damage increases add up quickly on guns that shoot fast and already have low bullet damage, whereas chunky guns like doorman's, viscous', or grey talon's would prefer percent damage increases.
