Compress Cooldown shows as giving 0 cooldown reduction

According to the description of Compress Cooldown, it gives 0 Ability Cooldown Reduction. This change seems to be mostly cosmetic.

Since it's imbued your ability cooldown reduction is still 0, the CDR is only on the ability. They must have updated things to make it work like this now.
