Items like Quicksilver Reload and Tankbuster have a "charge up over time", this means the item needs to charge to be able to proc again, the portuguese translation misinterpreted this, suggesting the items get stronger over time. "Fica mais forte ao longo do tempo" should be changed to "Recarrega com o tempo" or "Carrega com o tempo"
 
they do get stronger over time. if you proc the item when its halfway done charging, it will reset the cd and deal half damage
Yes, they have partial strength, going to full after that full period.
