Not sure about the numbers, but i just want more stuff to interact with charged abilities )
I was thinking about adding the "+ n% Faster time between charges", but decided agains it.
Also will need some kind of an indicator to see how much stacks you have.
How this will work(example on talon):
Using your Arrow for the first time you get a stack and take no damage. Using it the second time you take 5% damage and get another stack(you now have 2 stacks, and your spirit lifesteal gets reduced). Using it for the third time damages you for another 10% and gives you another stack, and so on. Each stack will last 8.5s(without any other items "Charget Shot" CD is 17s) Getting cooldown reduction also decreases the debuff time.
Basically spaming abilities takes more and more health from you(at 4 abilities you would lose 30% max health).
Also i am not sure if Spirit Lifesteal reduction is necessarry, but i added it just to be safe.
The self damage might need to be more(Because it is spirit damage, and gets reduced by Spirit resist)
 
ok so what is the point of this item then? This doesnt seem worth it all unless you are adding something else like removing the CD of the charged abilities all together but now they cost max hp per use as you have described.

You can still pretty much use this to burst opponents with charged abilities. Get this with extra charge on tallon for 1750, and you now have 5 arrows that you could shove in the enemies face, but it will cost you. Or you could now use these charges more sparringly(not getting more than 1-2 debuffs at a time, which is not that hard) and suddenly tallon turns great in prolonged fights. Like you could shoot 2 arrows, wait 9 sec and shoot 2 more without taking any damage.
 
And with Rapid Recharge and superior cooldown(on the arrow), his debuff duration is now 4s and he has 6 arrow. Constantly peak with 2-3 arrows, hide and repeat. When the enemy gets low enough, finish him off with the remaining charges. The self damage is really not that high, because it is applied after the second arrow, and not on the first one (Geist for example in a high spirit build takes like 5-10% of her max hp for Essence Bomb, and about 5% for Malice, not counting the resists)
